The Los Angeles County Department of Economic Opportunity (DEO) has launched a $17 million grant opportunity to fund employment training programs that create sustainable pipelines to quality jobs and careers in high growth industries across LA County. 


What are High Road Training Partnerships?

High Road Training Partnerships (HRTP) create sustainable, well-paying career pathways for low-wage workers, including those who have been impacted by COVID-19 pandemic. 

Employers, industry leaders, labor organizations, and training providers partner together to create pipelines to quality jobs with a living wage, benefits, upward mobility, and more. HRTPs promote life-changing economic mobility for individuals who often face barriers to traditional employment pathways.

We encourage training partners to apply for funding before April 28.

Who is eligible to apply for funding?

Workforce training organizations big and small are encouraged to apply. Applicants could be nonprofit training providers, apprenticeship programs, public-private partnerships, unions, or community colleges. 

Don’t have partnerships already established? No problem. We invite organizations to start preparing their partnerships to scale or pilot high road training programs through this grant opportunity. How can I prepare?

Applications open on March 31 and close on April 28. Applicants are encouraged to prepare application materials ahead of time, which will include the following: 

  • Applicant’s background information including year of incorporation, description of core services, location, services areas, and financials. 
  • Statement of interest: As an applicant, why is your organization a good match for the program?
  • Funding disclosure: Statement on whether your organization has received other funds from Los Angeles County and/or DEO.
  • Description of the program design: This should include details about the industry, occupations, number of people to be trained, description of the industry and worker partnership, core training elements such as curriculum and hours of training. 
  • Detailed budget requirements to execute the program.
  • Detailed description of the applicant’s plans for industry and employer engagement. 
  • Past experience.

Pilipino Workers Center of Southern California: The Caring Workforce Training Program

LACOE Early Childhood Education Training Program

Mayra, a mother in LA County working part-time, needed additional resources to reach her goal of starting a career in early childhood education. Through the LACOE training program, Mayra has used the tools and skills that she learned to find a job within the early childhood education workforce. Mayra is now working at Child Care Careers as an Assistant Teacher Substitute and earning $17.75 an hour. Her next goal is to continue her journey and work towards the next child development permit in the matrix.

About Us

The High Road Training Partnership (HRTP) Fund is brought to you by the Los Angeles County Department of Economic Opportunity (DEO). Launched in July 2022, DEO helps job seekers, entrepreneurs, small businesses, major industries, and communities access life-changing opportunities.

The HRTP Fund is funded through the American Rescue Plan (ARP) and Care First Community Investment. This initiative is part of LA County DEO’s larger HRTP investment model, aligning with the state’s high-road workforce development framework. It builds on the County’s commitment to inclusive economic growth by prioritizing industries such as aerospace, health care, construction, early care and education, and film and digital media.

Dalberg Advisors will oversee the design, administration, and execution of the HRTP Fund. Dalberg is an impact advisory group that brings together strategy consulting, design thinking, big data analytics, and research to address complex social and environmental challenges.
